What is the Support at Home program?

From 1 July 2025, Support at Home will replace the Home Care Packages Program and the Short-Term Restorative Care Programme, making it easier for older Australians to live independently with personalised, home-based support. Bringing together existing programs, Support at Home offers fairer pricing, better care for complex needs, and a stronger focus on early interventions. This change follows recommendations from the Royal Commission into Aged Care Quality and Safety to improve aged care services.

No extra costs when moving to Support at Home

The 2025 Aged Care Reforms are designed to protect current home care recipients from paying more. A ‘no worse-off’ approach means your contributions will stay the same—or even decrease—when you transition to Support at Home.

If on 12 September 2024, you were:

 ✔ Receiving a Home Care Package

 ✔ On the National Priority System

 ✔ Assessed as eligible for a Home Care Package

… you’ll pay the same or less when you transition to Support at Home.

Simple, fair contributions

Under Support at Home, participants only pay for the services they use. 

✔ Contributions are set as a percentage of the service price and calculated per hour, or per item. 

✔ The government covers the rest as a subsidy.

Contribution amounts depend on:

The service you receive

  • Clinical supports, such as nursing, is fully covered
  • Personal support and home modifications have moderate contributions
  • Everyday services have the highest contributions

Your financial status

  • Your pension status
  • Your income
  • Commonwealth Seniors Health Card eligibility.

Under the no worse off principle, I only pay a contribution towards the services that are actually delivered to me. The government takes care of covering the remaining portion of service costs.

The support we offer

The Support at Home program will continue funding in-home care services currently covered under Home Care Packages—this won’t change. However, the program will introduce a clear service list with three categories. Each category will have specific services and contribution arrangements. Assessments will determine the services each person can access, outlined in their support plan.

Clinical supports

Help with your health and personal care, including nursing or post-hospital support.

Independence

Offering personal care, social support, local transport and community engagement.

Everyday living

Support with domestic assistance, home maintenance, gardening and preparation of meals.
As a grandfathered HCP participant who had been paying an income-tested care fee, I will now transition to Support at Home with discounted contribution arrangements. I will continue to make the same contributions, or lower, than I had under HCP arrangements.
